Meeting of Halling Parish Council held on 12 July 2007 at the Community Centre
Present:
Chairman, Councillors D Palmer, P Wyatt, R Underdown, Mrs M Coleman, T Reynolds,
C Herbert and R Swain. W R Swan – Clerk
No Parishioners’ Questions as no members of the public were present
1. Apologies for absence
Vice – Chairman – hospital visiting.
2. Minutes of last meeting
It was proposed by Councillor Wyatt, seconded by Councillor Underdown, that
the Minutes were a true record of the last meeting. All agreed and the Chairman
signed them accordingly.
3. Matters arising
Item 3 - Councillor Herbert asked if the pontoon had been fixed as yet. Councillor
Wyatt
said that Medway Council have accepted that they will have to fix it. He will
be keeping an eye on progress.
4. Notification of Any Other Business
Councillor Palmer – 1 item; Councillor Wyatt – 1 item
5. Reports by Chairman of Committees
(a) Estates
Councillor Palmer reported that quotes are now being obtained for the repairs
necessary in the recreation grounds. He will call an Estates Committee to discuss
them. He attended a meeting with Medway Council officers at the school to discuss
a Multi Activity area for the Lower Rec. to be funded in the main by Medway
Council Youth Service. He is to arrange a presentation for the Halling Association
for additional funding and it is hoped that further funds might be available
from other organisations.
Forge Green is to be handed over to the Parish Council by Groundwork Swale on
13 July 2007.
(b) Footpaths
Councillor Wyatt reported that he has checked out the problems at the top of
the Plough Path and informed Lafarge accordingly. Nothing has been heard from
Medway Council on the RS320 nor has there been any update on the Warren Path.
(c) Planning & Development
Councillor Underdown reported that the Planning Committee had examined the application
for the Service Station in the High Street and had objected to this on the grounds
of overdevelopment, parking, lack of green space and sight lines.
Councillor Swain said that he had heard that the developers of Trechmanns Wharf
were considering houses in Bores Hole. The Parish Council is to keep a watch
out for this.
6. Jubilee Hall – no report
7. Halling Association
Councillor Wyatt said that the new map for the front wall of the Community Centre
is being progressed.
8. Community Centre – no report.
9. Lafarge - no report but the Clerk was asked to arrange a Liaison meeting
10. Cemex - no report but the Clerk was asked to arrange a Liaison meeting
11. Youth Club – no report
12. Funday
In the absence of the Vice-Chairman, Councillor Palmer said that it was very
successful but the organisation of the evening entertainment is to be reviewed.
13. Policing
Councillor Palmer said that PCSO Alan Beech has been seen around and about the
Village. A new PCSO is due to start in Halling and Cuxton in July with another
starting in August.
14. Code of Conduct
Having discussed this at earlier meetings, It was proposed by Councillor Palmer,
seconded by Councillor Mrs Coleman, that the Parish Council adopt the model
form as recommended by the Standards Board of England. This was agreed unanimously.
15. Banking Arrangements
It was agreed that Councillor Wyatt be added to the list of signatories in place
of Andy Ballantyne.

Councillor Wyatt agreed to deal with item (b).
It was agreed to purchase the book on open spaces as advertised in (c) above
and to send a letter of thanks to the organising Committee as in (d).

It
was proposed by Councillor Herbert, seconded by Councillor Palmer, to ratify
the above payments. All agreed.
19. Any Other Business
Councillor Palmer said that he had obtained a quote of £150 for clearing
the rats at the front of St John’s church and it was agreed that this
should be accepted.
Councillor Wyatt spoke about the consultation being held on the Shoreline Management
Plan.
