Meeting of Halling Parish Council held on 10th September 2009 at the Jubilee Hall
Present: Vice Chairman, Maggie Coleman, Mitzi Richardson and Ray Jackson.

1. Apologies
Frank Howard, James Souter, Bob Swain, Daryl Palmer, Trevor Reynolds, Norman Mitchell and Chris Herbert.
2.Minutes of last meeting
It was proposed by Ray Jackson, seconded by Mitzi Richardson, that the Minutes were a true record of the last meeting. All agreed and the Vice-Chairman signed them accordingly.
3.Matters Arising - none
4. Notification of Other Business
Ray Jackson – 2 items; Maggie Coleman – 2 items and the Clerk – 1 item.
5. Reports by Chairmen of Committees.
(a) Estates - no report
(b) Footpaths.
Maggie Coleman reported that there had been a complaint that the bottom of the RS201 had been widened by a local resident for access to his property. This was reported to Medway Council who ascertained that he had the right to a 15ft wide access and had carried out the work to their satisfaction.
Medway Council have apparently finished the report on the RS320 which will be going to Committee for a decision.
As regards the stile on the RS319, Medway Council have now agreed to use their volunteer scheme to refurbish it in the near future.
(c) Planning & Development – no report
6. Jubilee Hall & 7 Halling Association– no reports on these items.
8 Community Centre
The Vice-Chairman said that the next Committee is on 14th September.
9. Lafarge
Maggie Coleman reported that she has been in touch with the Parish Council’s Solicitors who informed her that the delay in the transfer of the Marsh is with Lafarge’s Solicitors.
She is to keep chasing up this matter.
10. CEMEX – no report
11. Youth Club
The Vice-Chairman reported that the Club is back in the Community Centre after 6 weeks in the Lower Rec.
12. Fun Weekend
The Vice-Chairman thanked all of those concerned on a very successful weekend. The accounts are to follow.

It was proposed by Ray Jackson, seconded by the Vice-Chairman, that the above payments be ratified. All agreed.
15. Any Other Business
Ray Jackson raised the question of the Parish Council paying for Neighbourhood Watch notices for the new scheme in Essex Road. It was decided to hold this over to another meeting as there was also another scheme in the Village who might need similar help.He also pointed out the reference to Ward Level Crime maps in the latest edition of the KALC Parish News.
Maggie Coleman asked that the flooding in Pilgrims Road be taken up again with Medway Council. She also asked if the Parish Council would approve using legal advice in the registration of the Recreation Grounds. This was deferred to another meeting.
The Clerk has received a letter from the Historical Society asking for its views on a suitable memorial for the late Ted Gowers. This was also deferred.
Parishioners’ Questions The following subjects were raised by residents:
1. Public Phone Box at Forge Green; 2. Plough Path; 3. Fence in Circle; 4. Thanks to Funday Committee; 5. Lowered footpaths at Water Works.
