Meeting of Halling Parish Council held on 8th April 2010 at the Jubilee Hall
Present: Chairman Frank Howard, Vice-Chairman Les Hitchcock, Trevor Reynolds, Maggie Coleman, Daryl Palmer and Richard Thorne.
W R Swan - Clerk and 2 members of the public.
1. Apologies
Apologies were received from Norman Mitchell, Chris Herbert and Mitzi Richardson.
2. Minutes
It was proposed by Trevor Reynolds, seconded by Daryl Palmer, that the minutes were a true record of the March 2010 meeting. All agreed and the Chairman duly signed them.
3. Matters Arising
Item 6(b) - Maggie Coleman said that there had only been a holding response from Medway Council. A draft letter had been agreed for the Chairman to send to Medway expressing the Parish Council’s concern at the long delay in this matter.
The new application for the land registration has now been agreed and sent to Medway Council.
Item 19 - Trevor Reynolds said that they have not yet met with Clive Stanley about the Halling View but will be reporting back.
4. Notification of Any Other Business
Daryl Palmer – 2 items; Clerk – 1 item.
5. Co-option of Member for North Ward
It was proposed by Daryl Palmer, seconded by Trevor Reynolds, that Sarah Poole be co-opted on to the Parish Council as the new Member for North Ward. This was agreed unanimously and Sarah took her place and signed the Acceptance Book.
6. Reports by Chairmen of Committees
(a) Estates - Daryl Palmer reported that he will be obtaining quotes for the new roundabout in the Upper Rec. The perimeter fence in the Upper Rec. has been damaged but this has been reported to Lafarge as owners. The repairs to the slide in the Lower Rec.have been completed in accordance with the original quote of £120.
A horse managed to get into the rec. from the field owned by Lafarge. The fence was repaired as a matter of urgency and Lafarge will be asked to make a permanent repair.
The Parish Council should receive a legal agreement shortly from Cemex to enable it to take over the management of the White Pit. This is to be forwarded to HPC’s solicitors for their approval.
Two of the Parish notice boards need repair/replacement and most of the others need some refurbishment. Daryl Palmer and the Clerk will be obtaining quotes for further discussion.
(b) Footpaths
Maggie Coleman said that a resident neighbouring the RS 201 (The Warren) has queried the changes being made to the footpath. These have already been cleared by

Medway Council and the landowner. She is to reply accordingly to the resident concerned.
(c) Planning & Development
No report in Norman Mitchell’s absence.
7. Halling Association
Trevor Reynolds said that there had been no meeting but the Community Centre Committee had raised no objection to a Christmas tree being erected outside the premises.
8. Jubilee Hall – no report
9. Community Centre
The Vice-Chairman reported that the AGM is on 12th April and all residents are welcome to attend.
10. Lafarge
Daryl Palmer is to contact Daniel Daniels to arrange a meeting.
11. Cemex – no report
12. Youth Club – no report
13 Annual Parish Meeting
This is on 27th April at the Jubilee Hall. The usual speakers have been invited and it was decided to ask the Valley of Vision along to give a short presentation.
The WI will be preparing the refreshments.
14. Highways
Phil Moore from Medway Council has been invited to a meeting on 29th April in the Community Centre.

It was proposed by the Vice-Chairman, seconded by Richard Thorne, that the above payments be ratified. All agreed.

17. Any Other Business
It was proposed by Daryl Palmer, seconded by the Vice-Chairman, that the Parish Council’s annual subscription with the KALC be renewed together with the annual insurance with the Zurich Municipal. All agreed.
Daryl Palmer said that the village sign has now been refurbished and looks very good with its new brick plinth.
The dog bin was moved from outside the Church very promptly by Medway Council following objections form the Rector and the Parish Council. It is now further down Ferry Road.
It was agreed to move the date of the Annual Parish Council meeting from 13th May to 11th May at the request of the Clerk.
The Chairman said that the fence around Bores Hole, North Halling is non-existent and there is a 100ft drop here. The Clerk is to contact Medway Council about this.
Sarah Poole and Richard Thorne will liaise with Daryl Palmer about future work on the Halling View.
Parishioners’ Questions

(d) Rubbish in The Street, Upper Halling
