Present: Chairman, Vice-Chairman, Councillors Mrs P Weaver, R Underdown,
F Howard, B Smith, P Wyatt and T Reynolds.

1. Apologies for absence
R Swain and Mrs Coleman holidays and L Hitchcock family reasons.
2. Minutes of last meeting
Vice-Chairman the payment under 18(a) of £978.78 for the new notice board is not on behalf of Halling Association but the Parish Council's own expenditure.
Following this amendment, it was proposed by Councillor Smith, seconded by Councillor Weaver, that the Minutes were a true record of last month's meeting. All agreed and the Chairman duly signed them.
3. Matters arising
The Vice-Chairman asked if there had been any feed-back from the meeting with Medway Council. The Clerk is to chase them up.
4. Notification of Any Other Business
Chairman 3 items; Vice-Chairman 2 items and T Reynolds 1 item.
5. (a) Estates Committee
It was agreed that the Village Handyman should receive £5.50 and hour with effect from
1 October 2005. He has just submitted a full report on his work in the village and the matters for attention will be dealt with, as soon as possible.
(b) Footpaths Committee
The Chairman asked Members to consider applying for the vacant post of Footpaths Chairman which he hopes to fill at the next meeting. He felt that the Parish Council should be walking the footpaths more often. Councillor Underdown said that the Plough path was in good condition.
(c) Planning & Development Committee
Councillor Underdown reported on the following applications:
6 Chapel Cottages, Upper Halling amendment to previous application inside work no objection.
20 Rochester Road, North Halling vestibule and conservatory no objections.
Halling Marsh change of use from grazing to sports field. Councillor Ballantyne declared an interest and left the meeting. It was agreed that the Parish Council should express its concerns to Medway Council, particularly the increase in traffic caused by Tipper Lorries.
6. Jubilee Hall
Councillor Mrs Weaver reported that the tiling has been completed. Bookings are going well. The Management Committee is looking for a grant from Halling Association towards the cost of railings for disabled people.
7. Harris House
The Chairman reported on MHS's response to the Parish Council's letter re the 16 houses. It was felt that the Parish Council could not take this matter any further at the present time but would wait until the detailed planning application is received.
8 Halling Association
Councillor Wyatt produced a written report on the meeting held on 3 October.
The Chairman felt that the Forge Green project is taking a long time to get off the ground.
It was felt that moving the bus shelter further away from the shop might help with anti-social behaviour in the area. The Vice-Chairman said that the War Memorial will not go ahead until CCTV had been put in the area. The Chairman thanked Councillor Wyatt for his full report, which was passed to all Members.
8. Community Rail Partnership
The Chairman thanked Councillor Reynolds for his full report which had already been circulated to Members. It was agreed that Councillor Reynolds should report back on further developments.
9. Community Centre
In the absence of Councillor Hitchcock there was no report but the Vice-Chairman said that a meeting is to be arranged with the Management Committee to try and iron out several matters.
10. Youth Club no report in the absence of Councillor Hitchcock.
11. Lafarge
The Clerk reported that a liaison meeting had been arranged for 4.0pm on Tuesday 1 November at Lafarge's office.
12. Cemex
The Vice-Chairman suggested that the Parish Council ask for a meeting with Cemex re the plans for the future of the west site.
13. Poppy Day Collection
The Clerk reported that the trays and poppies had been received for the Royal British Legion and volunteers were needed to undertake the collection. He is to check on last year's list and fill any gaps.

It was proposed by Councillor Mrs Weaver, seconded by Councillor Wyatt, that the above payments be ratified. All agreed.
17. Any Other Business
The Chairman said that the No Motorcycling signs had disappeared from the Mound. Ask Medway Council to provide permanent signs.
Chase up Medway Council re the safety audit on the new RAB
HVRA has been wound up as a result of lack of interest from residents and a cheque for £500 has been sent to the Parish Council in reimbursement of their original donation. The excess funds of £140 have been sent to the Fire Brigade for their Centenary. The Chairman proposed, seconded by the Vice-Chairman, that the £500 be spent on a new map of the Village to replace the old faded one on the Community Centre wall.
