Meeting of Halling Parish Council held on 10 November 2005 at the Jubilee Hall

Present: Chairman, Vice-Chairman, Councillors R Underdown, F Howard, P Wyatt, L Hitchcock and T Reynolds.

W R Swan – Clerk and 8 members of the public.

1. Apologies for absence
B Smith – family reasons and Mrs P Weaver - holiday.

2. Minutes of last meeting
It was proposed by Councillor Howard, seconded by Councillor Underdown, that the minutes of October’s meeting were a true record. All agreed and the Chairman duly signed them.

3. Matters arising
The Vice-Chairman asked if there had been any applicants for the position of Footpaths Chairman. Councillor Wyatt volunteered to take up this role and it was proposed by the Vice-Chairman, seconded by Councillor Reynolds, that Councillor Wyatt be appointed as Chairman of Footpaths Committee. All agreed.

4. Notification of Any Other Business
Councillor Howard – 3 items; Vice-Chairman – 2 items.

5. (a) Estates Committee
The Vice-Chairman reported that the goalmouths had not yet been repaired – he would remind the contractor. The Village Handyman has been carrying out repairs to various fences.

(b) Footpaths Committee
No report.

(c) Planning & Development Committee
Councillor Underdown reported on the following planning applications:

MC2005/2122 – application to build 20 houses in Rochester Road, North Halling.
Waste Water Plant in Marsh Road – GRP cabinet.
Land adjoining 45 The Street, Upper Halling – 4 semis
11c High Street, Lower Halling – conservatory
18 Vicarage Close, Lower Halling – 2 storey extension

He wishes to call a Planning Committee meeting to discuss the above applications and will report back.

6. Jubilee Hall - No report

7. Harris House - No report

8. Halling Association
The Vice-Chairman said that there had been no recent meeting but they have discussed CCTV for Forge Green.

9. Community Centre - No report

10. Youth Club
Councillor Hitchcock reported that there had been trouble with youths at the meeting on 4 November, as a result of which, the second session for older members would be discontinued for the time being. There have been visits to the Cinema, and participation in rock climbing and youth hockey.

11. Lafarge
The Chairman reported on the liaison meeting which was held on 1 November. The Parish Council’s concerns about the new roundabout on the A228 had been upheld by Medway Council who carried out a safety audit at the site. This is now in the hands of Lafarge and Medway as to who pays for the necessary alterations.

The building of the new works has been put on hold.

Lafarge has come up with ideas for the siting of new football pitches to the south of the Mound but these will not be available until the bridge over the river has been completed. The Parish Council has asked for the Ticker Path to be reopened as soon as possible.

12. Cemex
The distribution of their letter to all households did not get to all houses and it was agreed that this could go out with the new Halling View at the beginning of December. The Clerk is to arrange a liaison meeting with Cemex planners as soon as possible.

13. Remembrance Day
The Chairman is to read the lesson at the service in St John the Baptist Parish Church.

The Poppy Collection is being organised by the Clerk along similar lines to last year.

It was proposed by Councillor Hitchcock, seconded by Councillor Howard, that the above payments be ratified. All agreed.

17. Any Other Business
Councillor Howard raised the ability of the local Medical Practice to provide a service to the Village - the standard of care is good but a wait of up to 2 weeks is not good enough. With more houses possibly being built in the Village, the pressures on the Doctors will be increased. It was decided that the Clerk should write to the Practice in the first instance.

The Chairman said that the late response from Medway Council to the meeting in August was not acceptable. The Parish Council has to continue the pressure on Medway.

18. Parishioners’ Questions
Points raised by Parishioners at the meeting included the following:

1.Surveyors seen in Browndens Road, Upper Halling.
2.Conversion of land on Halling Marsh to football field.
3.Shooting on Marsh close to footpaths.
4.RS201 – difficulty with landowner
5.Land adjoining 45 The Street, Upper Halling – parking.
6.The Circle, Vicarage Close.
