Meeting of Halling Parish Council held on 12 October 2006 at the Community Centre
Present:
Chairman, Vice-Chairman, Councillors R Underdown, T Reynolds,
D Palmer and P Wyatt.
W R Swan – Clerk and 5 members of the public.
1. Apologies for absence
There were apologies from Councillors Mrs Coleman, R Swain and C Herbert –
business and F Howard who was unwell.
2. Minutes of last meeting
Councillor Underdown said that in item 5 (c) (56A Rochester Road) it should
read “extension and garage” and that (CEMEX) the amount of Green
Belt should be 12.0%. It was then proposed by the Vice-Chairman, seconded by
Councillor Underdown that the Minutes of the previous (as revised) were a true
record. All agreed and the Chairman duly signed them.

4. Notification of Any Other Business
Vice-Chairman – 3 items and Chairman – 2 items.
5. Reports by Chairmen of Committees
(a) Estates
The Chairman read out the Village Handyman’s report on repainting the
play equipment in both recs. The Village Handyman has raised the question of
conveying paint etc in his car and also that he picks up black sacks with filthy
rubbish in them, from the recs. The Chairman is to discuss this problem with
him. The state of the areas of the village still owned by Saxon Homes are in
a poor condition and the Parish Council has taken this up with both Saxon Homes
and Medway Council who ultimately will be taking over these areas from Saxon.
Medway Council is very concerned at the state of the areas that will be taken
over and have instructed their legal department to look into this.
(b) Footpaths
The Committee Chairman, Councillor Wyatt reported that Medway Council are investigating
the state of the fencing at the side of the Warren path. Other footpaths are
in good condition generally.
Discussions are continuing with Medway Council about the reinstatement of footpaths
on the Marsh.
(c) Planning & Development
The Committee Chairman, Councillor Underdown reported that the Parish Council
will be fighting “tooth and nail” to have its voice heard on the
CEMEX development and meetings to this effect have been held with Medway Council.
6. Halling Association
The Chairman reported on the meeting held on 2 October 2006. It was decided
to concentrate on the Valley of Vision project for Bishops Palace and a bid
has been made for Lottery funding.
Councillor Underdown is hoping to arrange for the new War Memorial to be dedicated
before Remembrance Sunday.
7. Lafarge
A liaison meeting has been arranged for 16 September at 6 00 pm. Among the items
to be discussed are the Soccer field, Whittings farm, Marsh Road and the transfer
of land to the Parish Council.

9. Poppy Collection
It was agreed that Parish Councillors would help out with the collection again
this year and the Clerk will arrange for other helpers to be contacted.

It
was proposed by the Vice-Chairman, seconded by the Chairman that the above payments
be ratified. All agreed.
13. Any Other Business
The Vice-Chairman introduced PCSO Alan Beech who spoke about the Police and
Communities initiative (PACT) under which a panel of interested persons is to
be formed in the Village. This will meet monthly in the evening. Councillor
Palmer volunteered to act as the Parish Council’s representative on this.
All agreed.
Alan Beech said that over the next 2 years Cuxton & Halling will be getting
2 more PCSOs.
The Vice-Chairman mentioned that the Police and Councillor Surgery is being
held on Saturday 14 October at the Community Centre between 12 noon and 1 pm.
He also said that the Youth Club Leaders had attended a Youth Network meeting
at which a drugs awareness training scheme had been discussed. In the Community
Centre, a new water boiler is being purchased instead of using kettles. A stage
spotlight is being put up in time for the Christmas panto.
Janet Homewood has been appointed the Secretary to the Trustees in place of
Roy Biggs.

(d) Double Yellow Lines on corners.
(e) Path at rear of Community Centre to Health Centre.
